John J. Matthews
Co-Founder & Managing Attorney

John built Oscar Health's legal, regulatory, and government affairs team from the ground up, served as chief executive of a $2.5 billion state health plan and benefits program, and spent 15 years as General Counsel for UnitedHealthcare's Northeast and Southeast regions. At Atlas, he leads healthcare regulatory strategy and receivership counsel.
